How enterprises build trust in AI systems at scale

Artificial intelligence can, in some respects, make organizations victims of their own success. Because it is increasingly easy to build AI agents to perform a wide range of functions, many companies could have dozens or even thousands of AI agents operating across the business. Yet despite early success, organizations can still struggle to scale AI agents across the enterprise and achieve meaningful business value.

The reason is not simply technology. It is lack of trust in agents and the environments surrounding them.

The AI agent sprawl problem

As companies experimented with AI, it is natural for them to adopt use cases within different departments, such as human resources, sales, and fulfillment. They deployed AI agents to complete finite tasks that are useful to each domain, like answering employee inquiries, managing workflows, or automating tasks.

But this siloed approach can create an unintended result: AI agent sprawl.

While AI agents have proven they can deliver real value, many leaders hesitate to let them operate beyond narrow use cases. Concerns about hallucinations, bias, and inaccurate responses create a sense of caution. Organizations may accumulate agents that work only within their own areas, with limited access to shared data, applications, and systems. More importantly, they can lack the governance and coordination needed for agents to operate across the enterprise. This fragmentation reflects a deeper reluctance to trust AI with broader autonomy. Without strong data foundations and clear guardrails, organizations can doubt the reliability of AI outputs. Instead of scaling AI to where it can create true enterprise value, they often restrict it. The result is a landscape where AI agents exist everywhere but work together nowhere.

When AI agents cannot collaborate across systems, tasks that depend on information from multiple parts of the business can stall. A request that requires input from sales, fulfillment, and finance may require human intervention simply because agents cannot access the right context. Behind every stalled workflow is an employee logging into multiple systems, gathering information manually, and passing it to the next step. Decisions are delayed at best and may be made with incomplete or inaccurate data at worst.

This is not what AI promises.

From AI sprawl to trust in AI systems

Solving AI agent sprawl requires more than connecting tools. Organizations must create an environment where AI agents can be trusted to operate reliably. That trust begins with strong data foundations. Well governed, AI ready data allows agents to work from accurate and consistent information. Data governance establishes policies for security, compliance, and quality so organizations know how information is used and protected. Organizations must also govern how agents behave and take action. AI agent governance establishes policies, oversight, and guardrails that define what agents are allowed to do, what systems they can access and how their actions are monitored. It helps enable agents to operate responsibly within business rules, mandatory requirements and organizational standards.

Equally important is orchestration. Orchestration coordinates how AI agents interact with data, applications, and each other across complex workflows. It helps tasks move between agents with the right context, permissions, and oversight while maintaining visibility into how decisions are made.

It’s important to find a partner that can assist you in systemically addressing these three areas. IBM is well positioned to help with solutions that connect and address orchestration, governance, and data. Learn how you can move your AI agents from simply helpful tools to a true engine of enterprise productivity.

Explore how enterprises are boosting productivity with AI agents by building trusted systems that connect data, governance, and workflows.
