Dubai’s AI Security Policy: Paving the way for a digital future

Dubai, a global leader in innovation and smart city development, is positioning itself as a pioneer in artificial intelligence implementation. Under the visionary leadership of H.H. Sheikh Mohammed bin Rashid Al Maktoum, the emirate is making rapid strides in digital transformation, with AI playing a pivotal role in these efforts. A core aspect of Dubai’s AI strategy is ensuring the security of AI systems, and the Dubai Electronic Security Center is at the forefront of these efforts.

AI Security Policies: Navigating the future with confidence

During Dubai AI&Web3 Festival recently hosted in Dubai, H.E. Amer Sharaf, CEO of Cyber Security Systems and Services at Dubai Electronic Security Center, highlighted the importance of establishing robust policies to navigate the evolving AI landscape safely. “Dubai’s AI security policy is first-of-its-kind in the region,” Sharaf remarked. “Our goal is to identify unique vulnerabilities in AI systems and establish best practices ensuring AI systems remain resilient against emerging threats.”

Dubai’s AI security policy is built on three key pillars: ensuring data integrity, protecting critical infrastructure, and fostering ethical AI usage. These policies are designed to safeguard the rapidly growing AI ecosystem in the city. As Sharaf pointed out, “AI systems will drive much of Dubai’s future, from smart traffic management to autonomous healthcare services. But with this innovation comes the need for a secure foundation. Our policies aim to preempt risks while enabling growth.”

AI and Digital Transformation: Dubai’s Ambitious Plans

Dubai’s leadership has laid out ambitious plans to integrate AI across sectors as part of its vision to be one of the top three global digital cities. H.H. Sheikh Mohammed bin Rashid Al Maktoum’s initiatives, including the Dubai 10X program and Smart Dubai, are designed to accelerate AI implementation across government and business sectors.

These initiatives focus on using AI to enhance public services, streamline government operations, and foster innovation in the private sector. Dubai has already introduced AI-driven projects such as self-driving vehicles, predictive policing, and smart health systems. The goal is to create an environment where AI can flourish safely and responsibly, with the right regulatory framework in place.

H.E. Amer Sharaf emphasized the balance between innovation and security: “We aim to enable organizations and developers to explore AI solutions freely, but within a structure that ensures these systems are reliable, ethical, and secure. It’s about trust—citizens, businesses, and governments must trust that the AI systems they rely on are safe.”

Dubai’s Path to the Top of Digital Cities

Dubai’s push to be among the top three digital cities in the world is supported by its clear AI roadmap. Investments in AI research, education, and infrastructure are accelerating this journey. H.E. Sharaf also noted that the city’s cybersecurity policies play a vital role in this transition. “A secure AI environment is fundamental for the growth of a digital city. Without trust in AI systems, digital progress is impossible. Our cybersecurity framework, along with AI policies, forms the backbone of Dubai’s digital transformation.”
